<p><strong>About Dennis Groseclose</strong><br />
In his role at TransVoyant, Dennis is focused on helping customers solve global logistics, defense, security and supply chain challenges. Dennis has extensive experience and expertise designing, building and operating technologies to assist customers assessing and managing global risk &#8212; and influencing human and system behaviors &#8212; while making critical decisions in real-time environments.</p>
<p>Dennis began his career in the United States Air Force and later joined IBM as a Program Director for Worldwide Supply Chain Optimization. After IBM, Dennis joined C-Bridge Corporation, a company specializing in supply chain, financial services and risk management technology solutions. He served as its Vice President of Operations and was part of the executive team guiding the company from start-up to a successful IPO.</p>
<p>In 2002, Dennis became Lockheed Martin’s Deputy Vice President of Homeland Security. He led development and deployment of risk, targeting, analytics and intelligence solutions for U.S. Homeland Security immediately following the 9/11 attacks. A handful of his National Security programs grew into the current DHS Office of Intelligence and Analysis. Dennis later became the Vice President of Business Development and Advanced Programs for Lockheed’s simulation, logistics and supply chain business.</p>
<p>In addition to a Bachelor of Science Degree from the Air Force Academy, Dennis holds an MBA from Louisiana State University, and a MS from the Air Force Institute of Technology. Dennis has served on Boards of the National Center for Simulation, the Center for Applied Identity Management Research and the Economic Crime Institute.</p>

<p>Under subcontract to Ma-Chis Lower Creek Indian Tribe Enterprises, Inc., TransVoyant provides new maps that show the position of shipments on a street level for the DOE&#8217;s TRANSCOM Maps module. TransVoyant uses the latest version of SpatialFX<sup>®</sup>, its patented and scalable web mapping and visualization tool, the most recent version of NAVTEQ data, the Google maps API and a spatial routing service called GeoDecisions to provide the new maps and optimized routes for tracking shipment locations to determine if a vehicle has deviated from its pre-determined route. Users with varying levels of access utilize the TRANSCOM Maps module interface to visualize position data from the TRANSCOM GPS database with the corresponding U.S. shipment(s) locations.</p>

It is currently in use across the TACOM LCMC, Army and Marine Corps programs. Designed to be used by all Program Management Offices, Integrated Project Teams and any other groups performing organizational risk management, the Risk Recon tool enables standardized capture of risk data in a collaborative environment with security features that maintain confidentiality of information, while ensuring that all program and project teams use a consistent Risk Management process. </p>

<p>“While this tool satisfies the requirement to have an integrated risk management software process and database to capture, manage and report on risks, a gap still exists to track and monitor program issues and opportunities,” stated TransVoyant Program Manager, Robert Missig. “In partnership with Alion, TransVoyant developers are working on advancing this tool into a risk, issue and opportunity management resource through the integration of a Failure Mode and Effects Analysis database, project management schedule integration and Lessons Learned search and tracking components.”</p>
<p>In addition, TransVoyant is providing Systems Engineering software support and training for Project Recon and the Advanced Systems Engineering Capability (ASEC) suite of tools, including help desk support and mobile training. The ASEC is a collaborative suite of Systems Engineering tools whose basis is decision management, which allows a user to trace decisions to requirements, solutions and tests; perform design trade-off analysis; and manage requirements. Alright, perhaps <a href="http://www.imdb.com/video/hulu/vi845873177" target="_blank">Armisen’s skit</a> was about cool technology, but after watching and laughing a bit, the frustration GIS technophiles cause industry and government executives crystallizes in the mind.</p>

<p>GIS has always been a means to an end: timely and accurate decisions and proactive modifications of human and system behavior. When was the last time you heard a C-level decision maker say, &#8220;Hey, I really have to get some of that GIS and location-based services stuff today, and I’ll need more tomorrow, so let’s spend some money on a pile of technology?&#8221; Instead, the following typically are heard:</p>

<li>My supply chain doesn’t respond fast enough to real-time changes in customer demand, supply chain disruptions, severe weather, seismic events and global piracy events. This is costing me sales, cash and adding risk to my trading and transportation partners.</li>
<li>I wish I could generate more sales demand and cash from advertising efforts. They’re way too generic and don’t touch the right customers at the right time.</li>
<li>I can’t stand the money, bandwidth, wasted analysis cycles and risk to my forces caused by dumping tons of data off of sensor platforms and spending days or weeks in &#8220;analysis paralysis.&#8221; I need to dynamically set smart tasking and collection rules based on real-time events and real-time analytics to save lives, time and money.</li>

<h3>Called &#8220;Intelligence&#8221; for a Reason</h3>
<p>I had the honor to serve the United States in the aftermath of 9/11. Quite often, I was the only industry leader in a series of senior-government threat, capability and risk decision meetings. During a meeting in spring 2002, for example, a senior administration official turned to me and said, &#8220;I’m sick of industry equating intelligence with technology and mounds of data … It’s called intelligence, because it’s supposed to drive a decision to prevent something bad or cause something good five minutes, five days or five weeks from now.&#8221;</p>
<p>That single comment stuck in my mind since 2001 and has influenced personal time allocation and financial investment choices ever since, including the decision to build TransVoyant’s <a title="GeoVigilance" href="http://transvoyant.com/products/geovigilance">GeoVigilance<sup>™</sup></a> geospatial awareness platform for real-time decision support and pattern detection. I realized it was about future system and human behavior. In other words, &#8220;It’s future behavior, Stupid.&#8221;</p>

<p>Not behavior in the sense of &#8220;big brother&#8221; digging through electronic breadcrumbs to track behavior and risk with an eye toward individual monitoring and jack-booted interdiction, but complex systems—such as global supply chains—demonstrating behaviors that must be optimized based on context and preference.</p>
<p>Context can be things such as weather, traffic, seismic, labor strife or political unrest. Preference includes concepts such as profit maximization, new market-penetration objectives, cash conservation and inventory targets.</p>
<h3>Focus on the Ends</h3>
<p>In a similar fashion, consumers have preferences and react to context, thereby altering personal and group behavior. Annapolis, Md., may be a great town, and it may be inside the rudimentary geofence that current location-based advertising applications use as D.C.-based consumers move around the Washington area, but relentless notifications and coupons pushed to a smartphone to visit a sports bar near the Naval Academy may force users to uninstall the various applications out of lack of interest.</p>
<p>A basic knowledge of context, user preferences and life patterns would enable a better technology to realize that users’ normal movements don’t take them near Annapolis on Fridays, weekends or anytime temperatures are below 50 degrees. And he or she certainly never drives there in a snowstorm.</p>
<p>GIS and all the industry jargon used as derivative monikers must be focused on the ends and not the means. Showing someone pretty maps, layers of additional static infrastructure and a few points of interest near a static geofence are nice and sometimes cool, but, as a collective, technology must focus on future decisions and behaviors.</p>
<p>The collective challenge is to deliver value where it’s needed most—a decision prior to when it’s needed. For example, GeoVigilance<sup>™</sup> drives such a decision-making process through analysis of geospatial, context and temporal data (e.g., weather, airplane, signals intelligence, maritime, GPS, street, vehicle and preference datasets), employing iterative techniques to refine patterns of life definitions for real-time event detection and notification—sent to decision makers via text or e-mail.</p>
<h3>Losing or Building Trust</h3>
<p>An example of related technology losing focus can be pulled from global supply chain evolution. As the story goes, someone thought it would be great if companies and governments could use technology to track global supply. An entire industry sprung up around active and passive RFID tags and global in-transit visibility.</p>
<p>Early investors rushed in for a piece of the action, and senior politicians were persuaded to mandate heavy use in the defense industry. Eventually, large and slow-moving companies bought up the early technology leaders, squashing the innovation required to take the basic visibility data to the business and mission-value &#8220;promised land.&#8221;</p>

<p>Until recently, the in-transit visibility value proposition forgot the most important question: &#8220;What good is all these data if I can’t first make and then implement decisions to quickly modify supply chain behavior before I even see the problem on a map or picture?&#8221;</p>
<p>Does a factory manager need pretty maps and reports if the exact parts needed to meet the exact customer demand show up at the exact start of the production line every time the parts are needed? After the production manager gains trust through repeated supply chain performance, he or she doesn’t need the global in-transit visibility data as the end result. Instead, the visibility is simply a means to an end. The ends are the multitude of real-time decisions taking place automatically or through machine-triggered human intervention to modify supply chain behavior so the parts show up on time, every time.</p>
<h3>Technology to Aid the Mind</h3>
<p>With a bit of imagination, this supply chain example can be modified to demonstrate the addition of real value to defense and security, consumer-demand generation, insurance and re-insurance, agriculture, energy, and myriad other human needs around the globe. For years, the primary recipient of basic sensor data was the human mind, which processed them over various time periods, made decisions, and modified individual or attempted to modify collective behavior.</p>
<p>Recently, capable real-time location, context and preference technologies have emerged. As global innovators leverage these technologies, they will enable a combination of humans and machines to rapidly deliver prescriptive decisions to modify behavior.</p>

<p>Anniston, AL &#8211; October 18, 2012 – TransVoyant<sup>™</sup> announced today that it has signed a multi-year contract renewal with the Anniston Army Depot (ANAD) for Depot Total Asset Visibility System (DTAVS) Development and Maintenance Support. </p>
<p>TransVoyant originally architected, developed and deployed and continues to maintain and support the Visual Planner System (VPS) web-based system component of DTAVS for ANAD. In partnership with ANAD’s Directorate of Information Management (DOIM) organization, the TransVoyant professional services team has provided maintenance and sustainment support for VPS since October 2006. VPS is the material management solution that is used to track and report the status of ground combat vehicle components, sub-components and parts as they undergo the reset (remanufacturing) process in ANAD’s Industrial Complex. DTAVS has effectively reduced the depot’s spare parts inventory, while reducing re-manufacturing bottlenecks, expediting repair cycles, and saving the U.S. government and taxpayers millions of dollars.</p>

TransVoyant Analysts will be working with Combatant Commanders and Program Managers with support to C4 and ISR to provide collection and analysis of unfilled battlefield requirements. </p>

				<content:encoded><![CDATA[<p>Alexandria, VA – September 20, 2012 – Portal Dynamics (currently doing business as TransVoyant<sup>™</sup>) has been awarded a Full Motion Video Analyst contract to support National Operational Forces by the U.S. Marine Corps Systems Command. </p>
<p>TransVoyant Analysts will provide real-time 24/7/365 motion video exploitation at deployed locations to support combat operations and decision makers involved in the Global War on Terrorism. This IDIQ contract consists of a six-month base and three one-year options. The total contract value is $49 million.  </p>
